Bucharest, May 21st, 2019: The Chamber of Commerce and Industry of Romania (CCIR), in partnership with the National Authority for Vocational Training in Dual System in Romania, on May, 21st, held a press conference at CCIR Business Centre on the theme of the improvement of the dual system training system in our country.

The President of CCIR, Mr. Mihai Daraban, and the President of the National Authority for Vocational Training in Dual System in Romania, Mr. Ion Gabriel Bratu answered the journalist’s questions.

During the event, a Collaboration Protocol on Vocational Training and Certification was signed, through which the two institutions intend to cooperate in order to improve the system of initial training and certification in a dual system in Romania.

The President of CCIR, Mr. Mihai Daraban said: “The first problem the business community requires in discussions with the CCIR is the lack of a qualified workforce. It is clear that urgent action is needed and today’s partnership is a first step in bringing things back to normal. The biggest difficulty we will face in terms of dual education will be the discussion with legal guardians, who need to be convinced of the necessity of a child’s approach to a profession, a job that will ensure its future and safety tomorrow. In Germany, a country where dual education is well established, discussions with parents begin in the sixth grade. Chambers of Commerce are present in each county of Romania, so they have the ability to mobilize companies across the country to support the dual education system through partnerships with schools”.

“The National Authority for Vocational Training in Dual System in Romania was set up in response to the labor force crisis, which was reported in all economic sectors. Companies in Romania need to enter into partnerships with educational institutions to address this issue as much as possible. CCIR is the most important interface we have in the business environment. In this sense, we will set up eight regional offices in partnership with the CCIR to know the real need of Romanian companies in terms of workforce and obviously to guide children to the dual education system” said the President of the National Authority for Dual Initial Vocational Training in Romania, Mr. Ion Gabriel Bratu.

Background

The common objective of the Collaboration Protocol is to develop initial dual-level education and training and certification of professional qualifications.

The Chamber of Commerce and Industry of Romania and the network of County Chambers of Commerce and Industry will be actively involved in the elaboration of studies, statistics, analyses and, forecasts on the dual initial labor market and at the same time will constantly consulate the  business environment on the need to qualify the human resources of tutors in dual education.

The National Authority for Vocational Training in Dual System in Romania will establish co-operation agreements with ministries and bodies from countries of the European Union with a view to developing the model of dual vocational education and will support the optimization of the insertion on the labour market of the graduates of the initial vocational education in dual system through a better adaptation of the curriculum to the requirements of the business environment and by increasing the quality of practical training of students.
