Better Regulation: Chambers support Commission’s total quality approach

EUROCHAMBRES welcomes today’s European Commission’s Communication on Better Regulation, which meets the Chambers’ main demands in terms of scrutiny, transparency and accountability.
“Ensuring that EU legislation is well-designed, evidence-based and fit for purpose will ensure that policy measures can achieve their objectives without imposing disproportionate costs and burdens on businesses,” commented Arnaldo Abruzzini, Secretary General of EUROCHAMBRES.
EUROCHAMBRES particularly welcomes the Commission’s “total quality” approach, i.e. the extension of consultations to cover the entire lifecycle of a policy, the involvement of external experts in the “Regulatory Scrutiny Board” and the firm commitment to apply the “Think Small First” principle more thoroughly.
Correct implementation and strong governance of the process will now be critical to ensure that daily practices correspond with the guidelines.
“Our experience in the past – notably in relation to the SME Test – has shown a frequent gap between the Commission’s ambition and its delivery,” warned Mr Abruzzini. “We expect First Vice-President Frans Timmermans to ensure that this time the terms of the contract are met.”
EUROCHAMBRES also expects the Council and Parliament to show the same level of commitment during the negotiations on the new EU better law-making agreement.
EUROCHAMBRES conference “ Lightening the load”
The Commission’s proposal for a new inter-institutional agreement on Better Regulation will be discussed at a EUROCHAMBRES conference on 3 June in the European Parliament. A panel of high level speakers from the three EU institutions and Europe’s five national independent scrutiny boards will contribute their thinking and reflections to the event.
