Bucharest, September 1st, 2016: The President of the Chamber of Commerce and Industry of Romania (CCIR), Mr. Mihai Daraban, opened today, September 1st, 2016, the meeting which had as objective the discussing of the issues relating to the national program to promote the dual vocational education.
“We must have an idea of the needs of the economy. There are things that should concern us, and I think, in the education field, the decision makers must understand that this non-negotiable way to maintain some departments has to be changed because (…) the Romanian education was damaged from inside,” said the President of CCIR.

Mr. Daraban argued that we need to look seriously towards the business needs and “the political decision-makers have to work side by side with the business environment in order to achieve this goal of qualified labor, since it seems that we are approaching a crisis to force work”.
To the question: “What is the involvement of the Chambers of Commerce and Industry in promoting and implementing dual education system in Romania?” Mr. Michael Apopii, Vice President of the Chamber of Commerce and Industry of Romania and President of the Chamber of Commerce and Industry Neamţ, answered: “The involvement of the Chamber System is decisive, given that the Chamber System is the business and human resources is very important for all companies in Romania, especially those with Romanian private capital. The Chamber of Commerce and Industry managed to make that public consultation and determine the need for real skill. The educational plan for 2016-2017 is required recording to the demanding of the companies. Their requests on their need for labor in the next 3-5 years require the education plans for this year. (…) The Chamber of Commerce seeks role as a facilitator between the education system and companies. There are cases where large companies can support their organization of professional classes, where the big companies with foreign capital this time and have established their own training centers, but there is also the situation of small companies that do not afford that kind of involvement, so in this case the role of the Chambers of Commerce is to facilitate the association between firms. Whether legislation permits the Chamber of Commerce can become an independent entity to conduct the evaluation in different stages of preparation and evaluation”. CCIR Vice President stressed the worrying external migration of labor nationally and craftsmen left behind are a very aging workforce. It is also more serious internal migration in southern Romania and Moldova to Transylvania, which has made great strides in investments and is close to transport infrastructure required by large companies. Thus, there is pressure on companies trying to produce in other areas of the country.
Asked what are the main advantages of the dual vocational education, Mrs.Gabriela Liliana Petre, Director of the National Centre for the Development of Vocational and Technical Education, said: “The main advantages of education of dual covers three essential elements, which are taken from the original dual system and we want to introduce in the vocational education system. The first refers to greater involvement and accountability of economic operators, employers that have partnerships with schools; this means their involvement in the Board schools. A second important element refers to companies support for students attending vocational education, and the third component is a different type of management the one of students training process, in the sense that the work of training students in practical enterprise and the school is conducted in a collaboration and a partnership between teachers more closely, the instructors and tutors in enterprises. Students benefit from more tailored training needs of employers and significantly increase the chances of having a job. “Ms. Petre said that next year we will have the first series of dual education graduates, studies lasting three years and that this can be quantified concrete results for the first generation.
Background

Compulsory education graduates have the opportunity to enter the labor market and at the same time, to continue training at a higher level qualification.

It marks the great advantage of dual education to take place on the basis of an employment contract concluded between the trader and student.

Organization of dual vocational education is done at the request of operators who establish the duration, the content of training programs and certification training modalities.
Association agreements between the operators, in order to form a class on a specific professional qualification shall register with the Chambers of Commerce and Industry, which will open a register.
