Mihai Daraban: We have the most underfunded chamber system in Europe

Bucharest, April 27th, 2022: The Chamber of Commerce and Industry of Romania (CCIR) organized, on April 27th, the press conference “The New Law of Romanian Chambers of Commerce – Catalogue of Companies – promotion and internationalization of Romanian companies”, considering the need to update law 335/2007 and their importance for the development of the Romanian business environment.
One of the amendments contained in the draft law envisages the inclusion of all Romanian entrepreneurs in a catalogue of companies in order to generate visibility and real opportunities for promotion and internationalization, both in the physical and virtual environment – more competitive and freer physical and geographical barriers, managed by chambers of commerce, according to well-established, properly tested and valued models at European level,
“At the moment, Romania almost completely lacks the external promotion of the business environment. There are figures from the Romanian State that strengthen this statement and here I refer to the trade deficit that had, in 2021, a steep increase, to the level of 23.8 billion euros, compared to 18.3 billion euros in 2020. The figures also show that the export is carried out by companies with foreign capital. By creating this catalogue of companies, we aim to achieve a real promotion of the business environment, with true figures and, especially, with the exact identification of the field of activity from which profit is made. Business contributions are not a tax. It is the way in which the business environment can promote itself, especially if we take into account that, for years, this promotion has been left to the Romanian State, and the results are almost zero. The embassies are full of staff belonging to the Ministry of Economy in states with which Romania has long reached its maximum economic potential. We need to promote investment in Romania, in every county, where there is a chamber of commerce, and that costs money. The Chamber system in Romania is not financed with money from the state budget, reaching in 2022 the most underfunded chamber system in Europe. It is the moment when the authorities must choose between the disappearance of the chambers of commerce from Romania or their redefinition as strong institutions that will attract the companies in a competitive and efficient system”, declared the president of CCIR, Mr. Mihai Daraban.
CCIR also supports the certification by the chambers of commerce of the competencies of the administrators within the companies, the equivalent of holding a reliable passport, valid globally, in the physical and online environment. The purpose of introducing this certificate of competence is to increase the quality of the commercial act, to hold economic agents accountable and to contribute to the improvement and dynamization of economic activity.
“In 2021, at the National Office of the Trade Register, a number of over 1.1 million companies were listed as active and in operation. However, at ANAF, for the same period only 768,367 companies submitted the annual balance sheet. More than 348,000 companies are fooling the authorities by failing to file their balance sheets and suffering absolutely nothing. At the same time, the media has reported many cases in which certain people, with a poor education, woke up overnight the administrators of some companies, without knowing, and only because, at some point, they had left someone’s report card. Thus, it becomes very important to have a certificate of competence exclusively for company directors who, following symbolic courses, attest to the fact that the person has a minimum knowledge of arithmetic and, above all, to know what it means legally to you put your signature on a balance sheet and submit it to the tax office”, declared the general secretary of CCIR, Mr. Ovidiu Silaghi.
